My sisters foots gone weird, she started off with two blister like bumps on her toe, then inbetween it started going gross and weeping and its now started to go slightly discoloured and its going red up her leg,
can anyone tell me whats up!?!?

It sounds like it could be an infection. she definetely needs to be seen by a doctor and treated for this.
