Does anyone know what could be causing tiny red raised bumps on my arms? My arms (my forearms) are always red with these red raised bumps all over them (you can feel them) and I can scratch them off with my fingernail, but my skin is also dry and now there are patches of white skin appearing in the red as well.(Hope this makes sense)

Any ideas?
