I'm trying to get a good regiment for working abs. I've heard conflicting opinions when working out abs. I've heard you can work abs out as many times as you want during the week. "I find that hard to believe". I've heard every other day. I've heard 1-2 time week. Can someone please tell me?

Abs are muscles just like all the others in your body, so there is no logic that you can "work out abs as many times as you like". You need to let them rest for 24 - 48 hours at least after working them out.
Personally I would say twice a week is the most you need to work any muscle group, IF you're doing it correctly. Doing 100's of sit-ups or crunches etc isn't going to give you perfect abs. Stick with sets of 10 - 20 reps of weighted sit-ups, leg raises etc.
Also be aware that visible abs is at least 60% diet - if you have a bodyfat % much above 10% you simply won't see your abs because they will be covered by fat.
