from ankles to knees on both legs are red splotches and swelling with my feet being ice cold all the time. had 4 disks removed 4 years ago due to spinal stenosis. have pain in legs, mainly left, which has the most discoloration

I think circulation problems stem from the heart. Circulatory problems usually occur with the liver if you are in complete liver failure and have severe portal hypertension or another major condition like sepsis. So if you don't have a history of liver problems and are having these symptoms it may be heart related or another vascular related problem. My best advice would be to see a doctor.
