My wife has a difficult time slimming down, I believe one of her problems is slow metabolism. Are there any weight loss supplements that can help her? She tried chromium piccolinate but it didn't do much. I think she needs something that works on carbs, being southeast asians, we eat rice as staple, this maybe the reason other fat burners don't work. Its the carbs that need to be activated.

High carb diets are only part of the problem. All be it a large part... But you also have to look at a persons activity level, and what else you eat. Is it possible that the rice is not the real problem here as I'm sure that rice is eaten as a staple for most every Southeast Asian. There are, however, those who have found a way to remain slim. Some of this may be genetics so that will also have to be taken into consideration.

ScottGee is right, I have many asian friends who are slim/lean but eat rice 3 - 5 times daily.. They are also very active. I would bet that if your wife added some exercise to her daily routine some of that fat would start coming off. Carbs aren't bad if they are utilized..but if they aren't utilized (which sounds like the case here), they're going straight to those thighs, sides, and every other place you don't want em.
