Define best! lol It really comes to what you're working for. Reverse crunches, hip raises, bicycle kicks, Vsits are all great lower ab exercies. Make sure to work your upper abs though. It's best to work your lower abs and then the upper abs. Remember it's all one muscle, you're just isolating which area is being targeted for primary contraction.
