You can not spot reduce which is doing exercises for only the areas you want to reduce. You have to do cardio. Doesn't matter if it's biking, hiking, treadmill, stairmaster, rollerblading, etc as long as you do it for at least 20-30 min straight 3-4 days a week. Change your cardio of choice every 6-8 weeks to. Dooing the same thing over and over will cause your body to get use to it and you will plateau. Meaning that you will not loose weight as well or at all.

Everyone has some stubborn fat deposits somewhere on their body. It is usually genetically determined where that will be.
Yes, you do need to do cardio to help lose overall fat because you cannot decide to just lose it where you want. Fat loss will occur throughout the body and eventually you will see improvement in the areas which concern you. However, cardio is definitely not enough. You need to also watch what you eat and reduce your calories so that you use more calories daily than the calories you eat. No other way to do it (except liposuction).
