Can I do 1/2 hour of cardio in the morning and do 1/2 hr. again later in the afternoon? Will it have the same calorie burning effect?

Yes, you can. The net result will be just about the same.

The overall calories will be about the same, but if you did 1 long session, more of the calories burned would be fat - if that's important.
