As a result of losing weight too fast the area below my naval sags. The area above is getting toned, being that I work my abs twice a week.
Will my "jelly bellow" eventually disapear with cardio and diet? I recall some instances where poeple needed surgery to correct this kind of problem, but those bellies were far more severe then mine.

Just give it time. Your skin is a resiliant organ, and will usually adjust to compensate for weight loss over time. Severe weight loss (as in the case of "stomach staple" patients) will sometimes require surgery, but that's talking about hundreds of pounds lost very rapidly. Most often, it will tighten on its own.
