I have been showing alot of signs of insulin resistance / early diabetes, yet, since Im dependent on my mother (due to mental health problems), I can NOT go get tested at this time. I talked to her about my concerns, and she suggested that I have her father, my grandfather, test my blood himself (he has been diabetic for 10-15 years).

I understand that this is no replacement for a doctor, but she seems dead set that before she takes me to any doctor, I have to get him to do that, and then we'll see depending on what he says.

My question would be; would this work? Would the testing he has to do on himself, tell me if I should get my butt to a doctor? Or is she blowing smoke again?

It's a fast, easy, and inexpensive way to check if you have a problem. The best time to test would be 2 hours after the start of a meal where you ate carbs. The number should be less than 140. If it is higher, go to the doctor.
