Is it OK for a 15 month old baby to drink unboiled cow's milk?

By unboiled do you mean un-pasteurized? I would ask the pediatrician for sure. I wouldn't give it to my baby though, it should be pasteurized.

un-pasteurized NEVER drink this stuff, There are serious infections you can get.
