I know it's possible to get an STD from mouth to mouth kissing and oral sex, but I was wondering if it's possible to get an STD just from kissing someone on their neck, chest, back etc.

No, not if you have no contact with body fluids.

Actually, there are some stds you can get w/o contact with body fluids, like herpes, hpv or syphilis, but it is very unlikely you would get them from contact with non-genital areas.
