Welts can occur from just simply having sensitive skin or as the result of an allergic reaction. My husband is allergic to cats and birds.. I still do not understand the bird one.. but if our cat claws him.. the scratch can get nasty. The scratch test in allergy testing is one of the main ways they use to identify allergic reactions. They use a small hook with a set amount of allergen on the surface and scratch you back and upper arms.. if there is an allergen involved you get large splotchy red/pink welts at the site of the scratch.
