Flacko believe me I undersatnd how you feel. When I was in high school that's when I started wanting a beard. A guy my age, about 16-17 at the time had full chest hair and a thick, complete beard and moustache. Man did I envy this guy. All I had were a few light colored chin whiskers and a thin slightly darker moustache.
Over the years I tried many times to grow a moustache but never was satisfied. I just wasn't a very hairy guy face wise. Then, believe it or not, when I was in my late thirites (I'm 43 now) my body hair began growing and maturing. I grew my first successful moustache and goatee and kept that for a while. Then in '05 I tried for a full beard. I had no idea I'd keep what I currently have, as I've been bearded for two and a half years now. It's not a completely perfect beard, but I am quite satisfied with it and have gotten compliments from even men who have what I refer to as perfect beards.
It is a built in part of every man I believe to want to grow a full, mature beautiful beard. Your situation is quite common and there is the chance that your beard will mature later as mine did. As mentioned in the last post, testosterone is responsible for facial hair. There might be a doctor who would prescribe a safe dosage of a testosterone supplement for you, I don't know. I can't tell you how many times I considered asking my doctor to give me something to grow and mature my beard. I have also heard that eating nuts, which are rich in a nutrient that nurtures testosterone, might possibly help you.
Hang in there man, I know how you feel and hope that one day you will have your beard. It really is an enjoyable and gratifying part of being a man. Only men understand the need for beardedness..
Best of luck to you.
