First of all the obvious; have you changed any detergents, used new soaps, or tried any new foods that could cause this?
And yes, IMO, very dry skin can be very itchy. I would recommend a good lotion, limit hot water bathing (use warm/tepid water) , humidify your home.
If it continues, I would see a doctor.

PS: My mother swears by safflower oil for moisturizing. She puts it in a spray bottle. This was recommended to her by her doctor!

You can purchase safflower oil right next to any other cooking oil in the grocery store. My mother did say not every store carried it but you should be able to find one. If not, ask your favorite store to get some in.

My legs are dry and itchy especially in the winter when the heat is on. Either after a bath, or wetting then drying my legs, I apply a thin layer of extra light olive oil and rub it in good. I want my legs to have some moisture on them, because the oil helps seal in the moisture. It really helps stop the itch. I figured if the Egyptians used it in their desert conditions, surely it would work for me!

My neighbor gets itchy like that, especially at night, and she gets up and takes a warm shower and then applies that Goldbond lotion. I think the more you scratch, the more you itch, especially at night when your trying to sleep! The olive oil and the safflower oil sounds good; I am going to try that!

Hope you find a solution.

I also get extremely itchy at random times in random areas on my body. It doesn't matter if it is summer or winter. It seems it often happens when I am trying to relax. Creams and lotions do not help at all. The only thing that works for me is to take a Benadryl tablet or something similar.
I can actually feel the itchy feeling subside after about 15 minutes.
