If it's just bumps, it could be something called chillblains. If the entire toes are swollen, maybe it could be gout. (not sure)

Chillblains are red itchy/painful bumps, most commonly occuring on the fingers and toes. They are usually caused by re-warming too quickly after exposure to cold. I used to get them from taking hot showers with cold feet! Now I stick my feet under cool water first, and warm the water slowly, to avoid any sensation of burning.

It could be something else, like insect bites, but it doesn't sound like gout to me. And the fact that they started in wintertime, well, it seems likely.

yea it does sound like Chillblains because when i go outside in the cold i put my feet on the storage heater to warm them when i come back indoors.

How long does it take to go , ive had it for a while now
