you cannot get infected by just getting tainted blood on your skin.
you need to have a blood to blood contact of some sort for it to be passed on.

i don't know the amount of time.
but its alot longer then if its in the air (it will die quickly within less then a min. in the air)
the needle will give it a protected environment from the air that will allow it to live much longer.so i would guess maybe a few mins or more.
donated blood can carry it for months because its in a protected environment.
