today i noticed a small about 1mm-1.5mm on the base of the shaft of my penis,around where hair stops, it does not hurt, but it is hard, i may have pulled out a few hairs in the region and was wondering if its related, i am 17 years old and not sexually active, i do masturbate

It sounds like a small cyst. Masturbation, or lack of masturbation, would have nothing to do with this. You should see a doctor to find out how to make the cyst go away. It's not difficult, or potentially dangerous, unless left untreated.

it is skin colored and looks like a bigger one of the tiny bumps that the hair comes out of,also it is not on the skin it is under it, what is the usual proceedure to get rid of it? does it require surgery ?

It could also be an ingrown hair or infected pore. Sometimes you can get infections under the skin that don't show any signs of infection. It doesn't sound worrysome, but you should have someone check it out to be on the safe side.
