I shaved with a disposable raxor and got several ingrown hairs--I managed to tweeze some of them out of the skin, but there was one that I did not get out. Now it has become rather infected and as a result its grown as a raised, hard bump about 1 inch long. It does not hurt or anything- it just looks ugly. Could this be warts? or herpes?

An ingrown or infected hair follicle is not caused by the warts (HPV) or herpes (HSV) viruses. You would have to catch these viruses from someone else who has them. You might try some Polysporin or other antibiotic cream or ointment on the infection, which will probably help.
