Is it safe to have sex with no condoms if my partner doesn't have any breakouts?

You're always at some level of risk, though obviously the risk is much higher if your partner has visible warts.

If your partner is carrying the strains that don't cause 'breakouts' (I assume you mean visible warts), he could still be contagious anyway. How do you know he has HPV?

I know he has HPV because he told me. I thought I would be safe using my hands since he does not have any visible warts right now. He told me he hasn't had visible warts for 4 months. Do you really think is possible that I got HPV in my hands? What should I do?

Yes. It is possible. HPV is transmitted by skin-to-skin contact.
What can you do? Make sure your doctor knows that you have been exposed to HPV. You may have to be more honest and frank with your doctor by telling him/her the activities you've engaged with in this boyfriend (and others) and with yourself.
Just because you have been exposed to HPV at your age, doesn't mean you'll have any short term or long term effects from the exposure. It is possible that your body can fight off the virus. It is also possible your body can keep the virus in your body for years before the virus starts getting out of control. There are so many what-ifs.
I wish I had better news for you.
