How long should it take one's heart to return to it's normal rate after exertion (like mowing a good-sized lawn or jogging exercise)? Is it an extended process, or should it happen pretty quickly?

The rule of thumb is that your heart rate should drop 12 beats per minute in the first minute after your peak exertion. After that you should be back to your normal rate in 5 - 10 minutes. The key is that you drop in that first minute.
