Esp. if it's a night when you lie down, it's RLS (Restless Leg Syndrome). Do you want to move your legs around a lot when you're lying down?
At least, I have RLS, and it can feel as though bugs are sort of on or inside my legs at night. Yuck.

It's a symptom of panic attacks so maybe it's anxiety related.

Or it could be a hallucination. Hallucinations aren't just visual or auditory. At certain times I will experience olfactory (smell) and gustatory (touch) hallucinations. My most common touch one would be feeling as though I have water on my skin.

I doubt a hallucination! It feels more like rubber bullets bouncing off my skin. One day i was putting on my makeup and it hit my face and i could see my face twitch in that spot. I have them so bad all over my body. I had them before i was put on my meds too.

Maybe check in with a neurologist?
I hae fibromyalgia, and that causes some pretty weird sensations at times.
If I were you, I'd check it out medically. Just my thoughts, I hope you find out what it is.
