First of all, how old is your baby? It could just be a cold. If it is, your baby probably doesn't feel well and that's why he/she's fussy. Could also be teething. Some babies are very fussy while teething. Some get a runny nose and some actually get a fever.

it could also be allergies. My DS at 6 months had to be put on Zyrtec b/c he had awful allergies. Tiff's right too - some babies get a runny nose and fever when they teethe.
