if you have hpv, can it cause burning while urinating and a constant discomfort

Not that I know of, but it sounds like you need to get to a doctor. Burning during urination is NOT good thing.

I'm not a doctor, but the most likely culprit is a urinary tract infection (easily treated by antibiotics.) Go to your doctor or an urgent care center.
