my gp has perscribed rampril for my low bp surely this is used for high bp

It's an ACE inhibitor, and yes - usually used for high blood pressure and heart failure.
I know it can be a little harder getting referred sometimes over there, but I suggest you see a cardiologist about this and/or try to find a cause for your low blood pressure. Thyroid and other hormone problems can cause low BP, as can blood sugar problems, and vitamin and mineral deficiencies.
