I keep getting these swollen raised red bumps on my hips and under my arms. They never come to a head! they are soft and if i squeeze them they get really dark and end up leaving a scar after the swelling goes down. What are these?

It's very common. It's nick-named "chicken skin." Sorry, but it doesn't go away, no matter how much moisture you apply. I am prone to skin conditions to the extent that my dermatologist is my primary care physician (sad but true!) -- he told me very nicely but sternly that it's pretty permanent, even if you can get rid of it for awhile.
I'm covered in them, arms and legs. Don't pick them. Just use a lot of lotion and leave them alone. The more you pick them or try to pop them the worse they will look.
