tramadol and citalopram -why can l not take tramadol while taking citalopram?

This is in the drug information that I found online "Given the primary Central Nervous System effects of citalopram, caution should be used when it is taken in combination with other centrally acting drugs."
Tramadol being a painkiller, I assume it acts on the CNS.
