Depends on the length and type of hair you have.

If you have naturally wavy hair already, then I recommend a curl enhancing gel - rub it through your hair when wet, scrunch with your hands, and let it air dry. I've also heard that salt water (like Ocean water) will have the same "wavy effects" on hair - a less expensive way to go.

If you have straight hair, you can use a wide barrel curling iron. Working from the nape of your neck, curl 1 inch sections of hair at a time.

If you're like me and you don't want to spend the 30 minutes+ of curling time every morning, invest in some Velcro curlers (yes, the old fashioned kind). Twirl sections of wet hair around the barrels in the evenings after your shower, and sleep on them. Yes, sleep on them. The first few nights its a bit irritating, but you can and will get used to it. This will give you lovely, long lasting wave-like curls.

Good luck!

My hair is naturally a bit wavy, and when I highlight it, it gets more texture (and styles nicer!). As I let my hair air dry, I twirl it with my fingers a little bit and it ends up with the perfect loose curls. When my hair isn't behaving so well or when I'm not highlighting, it never comes out that way! I use a curling iron and wrap my hair around it while holding the iron vertically. I use a medium sized barrel. If I used a large one, it doesn't really curl much at all for some reason my hair, but too small and the curl will be tighter. I try to not hold it in one spot for too long to avoid heat damaged. I also think the rollers work well and are easy to use, only they can be a little bit uncomfortable to use at night!
