What does it mean when a woman has had normal cells then a few years later her pap comes back with mild abnormal cells? Is it a new strand of HPV?

It isn't necessarily a new strain of HPV, it might just be a strain of HPV that is just showing damage (or viral load) large enough to be detected. Of course, it *could* be a new strain.
