I'm 20 years old and I need to start getting in shape. I am not too overweight, I am 6 feet tall and weigh about 180. But i want to get rid of the fat around my belly/hip, chest, and upper legs. And obviously would like to gain muscle, focusing mainly on the chest and arms.
What would be the best balance between running and lifting? When lifting should I focus on freeweights? machines? And any other advice general or specific would be great!

Certified trainers at your gym should be able to lay out a plan for you - especially one to target areas. Each individual is different so my recommendation is do some investigation and consult with experienced pros.
The trainers in my gym are more than happy to design programs and encourage participants.

Don't train just your chest and arms, you also need to strengthen your back and core (abs and sides) to protect against injury.
But, yes, anyone starting weight lifting should get at least training from a professional, so you do the exercises safely and correctly.
