my arms and neck are itchy, i have no rash what can it be, I have not changed my diet, cleaning products, or washing powder, nor my face creams and moisturisers

Most likely dry skin from the cold weather and hot baths. Try a good lotion/moisturizer. Could also be from wool...makes me itch something awful.
