Yes she can cause herpes is contagious all the time. Is the person taking valtrex or any meds.

No medication is being taken, I was told as long as you dont have any sores or BO that it was ok to have oral sex. Please advise me if you know.

From what my doctor told me, what I read and my experience genital herpes 2 does not go to the mouth. It might in rare instances like if the person has low immunity. It can happen but very rarely does and when it does it is of minor consequence. I only found 3 people on the board who claim to have confirmed oral herpes 2. One of them only had 1 outbreak. The other two have a hard time (one in Australia and one in the midwest?) and their doctors don't know what to tell them because they have never seen it. (I'd call that few and far between) Some people think they have oral herpes 2 but learn after testing that it is type 1.
And herpes is not contagious all the time but it can be anytime.
I'd say getting oral herpes 2 from giving oral sex when there is no outbreak is less risk than kissing someone with oral type 1 when they are not having a cold sore....people do that all the time.
