From what I looked up it seems about 9 mos. That's about when I started with my son.
You can try things periodically, to see if the child can handle it. BTW, Stage 3 is strange - they say it's supposed to be tougher than earlier stages, but basically all the fruits are still pureed - no chunks or anything. The few veggie-based foods are pureed mostly. Others, have no meat chunks, but chunks of potatoe, carrot, and whole peas. Peas can especially be tough, and my baby would half choke on them alot early on. Anyway, just a note that the variety of 3s are totally different from each other in texture and so on, so you can't count on getting the same kind of experience for each one.

it says on some of the jars from about 8 mos but as for the ones with the chunks it just takes getting used to for your baby. im sure if they have teeth it would be much easier for them then a baby who doesnt yet.

I agree with the pp's. It also really depends on if the child has a sensitive gag reflex. I've been hearing more and more about this recently, because my ds also had this issue. He couldn't consistently eat solids without gagging (and/or vomiting) until he was over a year old. And he had a mouth full of teeth! Literally--he had all his teeth except his second set of molars by the time he was 13 months. So anyway, it just depends on the baby!
