I tested positive for hpv in 06/06. Then negative in 11/06. Then positive in 02/08. Does this mean it never went away or that I contracted it again?

It could mean several things. It is possible that your body cleared* the virus back in 06. It is possible that that strain of HPV reactivated. It is possible another strain of HPV caused the positive results in 08.
*cleared means that the virus is still in your body, but is no longer causing problems. Think of how chicken pox is in your body (if you ever had chicken pox). It doesn't cause problems, unless it reactivates later in life.
