I need some Help.. I have a problem with my eyes that has been happening for the last 4 years around the same time every year..!!

What happens is .. The INSIDE of my eye lids PEEL....:eek:
It is driving me insane.. i get to the point where i can't open my eye the eye then becomes very swollen and sore.. once u get the thin layer of skin remmoved from the lids i can open the eye again but then its very red and sore..
Can anyone help...
I have been 2 my GP and everything they try makes it worse..
PLEASE HELP..!!!
