There is no way to answer that. It varies from person to person. It's whatever it is when you feel you are breathing well. The meters come with a chart that gives you a general idea.

Just to give you some idea - I'm 52 years old, 63 inches, white female and I feel best when I can blow 500. I don't do that very often - usually I'm between 450 and 500.

I'm 38, 60" and 425 is doing really well for me. I usually run lower.
