How long does it take for hair to start regrowing after falling out from Telogen Effluvium? I lost considerable hair (50%) about 4 mths ago due to thyroid issues and am not seeing any regrowth yet.

It should take about six months, assuming your hormones are back on track and there's no secondary factors.
Good luck, be prepared for the "worst-perm-ever" look for a few months, ;)LOL, all those little sprouts can be unruly.

It it unusual for regrowth to take this long (4.5 mths since TE ended)? Can TE cause permanent hair loss? My understanding is that hair falls out when a new hair underneah pushes it out- if this is true, why am I not seeing new hair growth?

I am hypo and have Hashimoto's too. I began medication about may of 2008. I'm still shedding hair, but i've been a difficult patient and it's taking forever to stabilise my thyroid.
My hair sheds, but i've always got new regrowth coming through. I have also lost roughly 50% of my hair. My scalp looks good, it's just the ends where you can see that it's thinned out mostly.
Besides your thyroid have you checked to see that your ferritin (iron stores), vitamin D and b12 are all good and up nice and high, preferrably at the higher end of the lab range?
