Alright im 15 and ever since the forth grade (5 years ago) ive had these
small skin colored lumps that are actually more like dots since they arent
really raised, and i can feel them when i touch them. They are on my penis
up to my circumsicion line. I also have this brown reddish streak that lines up with the tupe going through my penis. If you know anything about this i
would be very happy. Thanks.

Those bumps you're talking about are probably pubic hair follicles. Nothing to worry about, they may or may not have a hair in them and we've all got them. On your other question, I think what you're talking about is just the left over "evidence" from the cell division etc when your equipment was developing. If you look closely you can probably detect a line like that down the middle of your scrotum as well. Nothing to worry about, just part of how you were created!
