Yea. I think theyre from having sex too much or jackin goff too much. Your cum or precum dries your penis out real fast. Leaving patches of dry skin.
The little tiny white bumps on top or bottom of penis shaft could be the hair follicles. Many guys have this. You just have to live with it. Hehe! Good luck boys
