I have had this problem since I was young. The back of my neck was darker than the rest of my body. I can remember my mother trying to scrub my neck with alcohol until it was raw. I just don't know what to do. If anyone knows anything that could help please let me know...

my niece has it also...... On the internet I found articles saying try retin a cream and hydracortisone cream, it works like a charm, especially the retin a
