My 8 year old son still echos what you tell him

My 8 year old son still echoes what you tell or ask him. for example when you ask him 'are you ok' he will still repeat it back to you 'are you ok'. His speech is delayed and he has been diagonised and the doctor said it is not autism but a developmental delay. It has even made him to have learning disabilities. He porty-trained at 3yrs and does his business well. He still cant identify letters and alphabets though he reads 1-10. He can tell you what he want, like I want to eat biscuit, i want to go outside and play (though his speech is not very clear) and he obeys instructions but the problem is that he cant hold a two-way conversation like you asking him things and he will reply you or discuss issues. He started saying little words like 'water' when he was 1 and half. Sometimes when he cant express himself he throws tantrums. He is a good looking boy and meeting him for the first time you will not notice till you ask him questions. Pls can anyone talk to me on this issue please i am loosing my mind
