Either your doctor or pulmonologist would be able to make an accurate diagnosis of asthma, but if you already have a lung specialist, I'd definitely go with the specialist.
Asthma will be diagnosed with medical history, discussion of symptoms, and possibly breathing tests such as spirometry. If you're seeing a pulmonologist, they may have a spirometer in office and you could be diagnosed much quicker.
