Post mercury level, what is considered high?

When I looked up the normal range of mercury in a blood sample it said <1 ug/l..my daughters results were 1 ug/l. Is that considered a positive mercury test? The test they did on my daughter was without any chelating & she is 5 yrs old. If this is considered high than I can imagine what it might be if she were chelated. Thanks for any advice.
