I'm just guessing Fly, but in layperson's terms a decompression would be like taking something out of a clamp and releiving the pressure, while a laminectomy is the stripping away layers of something. Now by answering this I'm now sure you will get a better response of people correcting me. Hope this is a start.
Here is a little information on the decompression, laminectomy & microdiscectomy. They all include removing a small portion of bone over the nerve root.

Decompression involves removing a small portion of the bone over the nerve root and/or disc material from under the nerve root to relieve pinching of the nerve and provide more room for the nerve to heal.

A Laminectomy is effective to decrease a lumbar laminectomy (open decompression) is a surgical procedure that is performed to alleviate pain caused by neural impingement. The laminectomy surgery is designed to remove a small portion of the bone over the nerve root and/or disc material from under the nerve root to give the nerve root more space and a better healing environment.

In a Microdiscectomy, a small portion of the bone over the nerve root and/or disc material from under the nerve root is removed to relieve neural impingement and provide more room for the nerve to heal. A microdiscectomy is typically performed for lumbar herniated disc.
