Loer Back Pain...Please Read

I have pretty constant back pain just about all the time. It's been going on for few years. My back gets all knotted at times and it feels like I have rods running along the right side of my spine. I also get a numbness/weakness running down the back side of my upper legs. I also Have Scoliosis but am told it is only a slight curve. I was in a car accident back in 1999 which cuased a rotated pelvis that required many weeks of physical therapy. I have tried Chriopracters with limited results. I finaly had an MRI done and here are my results. Any help or info or insight would be appreciated.

Lower Lumbar MRI:
Findings: The conus terminates at approx. the T-12-L1 level. The vertebral body height and alignment is well maintained. The disc heights and hydrations are fairly well reserved at all levels. there is little eveidence of an extruded or proturding disc. Although the Neural Foramina at L5-S1 are congenitally small.

Neral Formina what is that?? Congenitally Small??
I under stand the L5 is the 5th Lumbar nerve and the S1 is the 1st Sacral nerve. But that does this mean??
