So far, injections and PT are a bust

Dh received 5 facet injections at different lower lumbar levels two weeks ago with no relief at all. He has had 2 PT sessions and feels worse than ever. His microdiscectomy in July took care of the radicular pain down his leg but has left his lower back in terrible pain. Maybe he re-herniated, or has herniated the high risk areas that the neuro was concerned about. He desperately needs a cervical fusion because that pain is even worse than his lower back and he's finding it more and more difficult to hold his head up.

Here is my question: In your opinion, do you think dh should endure more PT and facet injections or should he stop it all, go back to the pain management dr and his neurosurgeon and tell them it isn't working.

Another question: Why do you think the neuro wants his lower back stabilized before the cervical fusion?
