Okay - your skin sounds like my dd's - it tends to be dry, sensitive, & gets dry, scaly patches (eczema) easily. She has to be very careful about what she puts on her face. She was using Cetaphil cleanser on her face, but found that although it didn't make the dryness worse, it wasn't helping it either. She switched to Skin Biology's Gentle Clean cleanser & it has made an amazing difference. She uses jojoba oil with some added essential oils as a moisturizer, and only uses mineral makeup. It seems that the less additives there are in a product, the better it works on her skin. She can't exfoliate with AHA or BHA products or with a typical scrub, but she is able to use home microdermabrasion once a week (using Aromaleigh's microdermabrasion cream). Her skin looks awesome now.
Even people with dry, sensitive skin need to exfoliate - you just have to go about it carefully. And chances are, you need to watch the products you use on your face - fragrance is a BIG culprit in adverse reactions, but there are also other additives that can cause dryness in some people. I would try to get products that are as natural as possible.
