If you really are dead set against foundation, you might try a tinted moisturizer to help even out your skin tone (however, when foundation is applied correctly it's practically invisible on the skin).
Your coloring sounds very similar to mine, except that I have very dark brown hair. The colors that I've found to work best are rosy pinks and mauves. Don't panic! These are not the shades of pink that you probably remember from the 80's! Cover Girl makes an eyeshadow set called Pure Romance that is my absolute favorite because it looks very natural and really brings out my green eyes. Brown eyeliner applied sparingly and good ole black mascara will further accetuate your eyes. Powder blushes are easier to apply than creams, and again, rosy pink is probably going to be your best shade. Apply with a very light hand until you're used to putting it on; you don't want to end up with "slapped cheek syndrome". For lipstick you might try something very sheer until you find what colors you like best.
Have fun with it! Makeup should make you feel pretty, and it's really not that hard to apply once you get a little practice. Just remember that a little goes a long way and that the best makeup draws attention to you, not the cosmetic.
