I am exactly your age and while being 46 can be a drag, there are also some really good things about it. We are as smart as we've ever been and we have money to spend on ourselves.

Below is what I suggest;
You need to use a mild exphloiating product like AHA's or Salicylic acid, my skin is too sensitive for AHAs, but the Salicylic is gentler and works to help slough off the older dead skin and encourage new turnover.
If your skin is as dry as mine, you should be using an oil for moisturizing. I use an olive with vitamin E in it, but there are lots of combination oils, rich in vitamins. Go back to that health food store and pick up a nice thin oil. Don't be afraid to use it, your parched skin will drink it up and thank you for it.
Now, this is where it is good to be 46. Take some of that cash, you've been paying to the pink car ladies, find your nearest spa or plastic surgeon and get yourself a series of IPLs (also called Photofacial) or just splurge and get 1 Active FX treatment. Trust me, they both make you look YEARS younger and the rebuilt collagen will retain more moisture.
Also, wash with a gentle cleanser. Bath and Body Works makes a great soy foaming cleanser.
And don't forget sunscreen!!!
