sania, welcome! I'd love to help but since I don't know your age, gender, skintype, diet or why your skin is black on your knees, elbows and feet please take whatever I say with a grain of salt.
Dull skin usually means dead skin cells have accumulated. You need to exfoliate to remove the dead skin cells and promote cellular skin turnover. For the body, use either a dry body brush before shower or a loofah/washcloth with or without mild scrubbing beads. If budget is an issue, kosher or sea salt can be used as a scrub [but don't use salt or sugar on your face!!! these irregularly shaped crystals can tear the more delicate skin on your face]
Whatever means you use to exfoliate the rest of you, be sure to focus on elbows, knees and feet since they tend to be the driest, hardest parts of our skin. You may even want to gently use a pumice, or lava stone on knees, elbows and feet.
After shower/bath, massage almond oil into moist skin - it'll absorb quickly and not feel greasy, great and inexpensive moisturizer!
I hesitate to give you any advice about skincare for your face since I don't know enough about you, but hopefully this will get you started.
